Hurricane Lee (September 2023) — New England

Two years after the disaster 4 deaths $50 million

Summary

Lee rapidly intensified to a Category 5 hurricane over record-warm Atlantic waters, then weakened and became extratropical before its closest approach to the United States. On September 16, 2023, the post-tropical cyclone passed about 50 miles from Eastport, Maine, and made landfall on Long Island, Nova Scotia, with 70 mph winds. Tropical-storm-force winds, coastal flooding, and downed trees cut power to on the order of 200,000 U.S. customers, mostly in coastal Maine. AP national wire locked that day: one dead in Searsport when a tree limb hit a vehicle. Core Democratic Officials were silent in the five-day window. Sen. Ed Markey named Lee, climate, and obstruction on September 15 — one day before the lock. Distinct from Hurricane Idalia (August 30, Florida Big Bend) and Tropical Storm Ophelia (September 23).

Unchanged at 4. NHC Tropical Cyclone Report (21 March 2024) is five days after this cutoff and is not used here. News accounts of all four deaths were already on the record.

Death headline remains 4. Dollar headline remains Aon $50 million (October 2023). The NHC TCR (21 March 2024) later cites the same Aon figure and confirms four direct U.S. deaths, but that report is after this cutoff.

NHC Tropical Cyclone Report (21 March 2024): four direct deaths, all in the United States — Florida rip current, Puerto Rico rip current, New Jersey boat, Maine tree. Matches the three-month news floor. No revision through 2025-09-16.

Authoritative death count: NHC TCR four direct U.S. deaths. Dollar headline remains Aon $50 million, which the TCR cites in lieu of an official NHC damage estimate. NCEI still lists no U.S. billion-dollar composite for Lee. Broader $80 million figures that add Bermuda and Canada are excluded from the headline.

Scientific attribution

Climate context is on the record. Yale Climate Connections (September 7–8) documented extraordinary rapid intensification over record-warm tropical Atlantic waters; Jeff Masters treated the Cat-1-to-Cat-5 jump as a harbinger of more rapid intensification as oceans warm. AP (September 15–16) reported that storms like Lee could reach New England more often as the Gulf of Maine and mid-latitude waters warm (Studholme, Garner, Emanuel). No World Weather Attribution storm-specific percentage. Frame as warmer-water / rapid-intensification background, not sole causation.

Democratic framing

Summary

No verified in-window statement from a Core Democratic Official on Hurricane Lee’s New England closest approach was found. New England is dense with core Democrats — including Sens. King, Markey, Warren, Sanders, Welch, Whitehouse, Reed, Shaheen, Hassan, Schumer, Gillibrand, Blumenthal, and Murphy. A second pass went through month-filtered senate.gov archives, web-indexed official X handles, House Democratic leadership, the DNC chair, and the Congressional Record. None of those reviews named Lee in the window, linked it to climate, or named Republican climate obstruction.

Sen. Ed Markey did that work on September 15 at Gov. Healey’s emergency press conference — one day before the lock. That quote is on the record as out of window. His September 18 Federal Reserve climate-risk letter and Civilian Climate Corps letter are in the calendar window but do not name Lee. Shaheen’s September 20 floor speech is frost and July-flood agriculture, not this storm. Govs. Healey and Mills and President Biden spoke as executives; they are not in the core cohort. This is the reverse of Fort Lauderdale and Francine: a geographically concentrated disaster in a region stacked with core Democrats, and still a thin core response.

Republican framing

No documented in-window Republican statement naming Hurricane Lee was found. Sen. Susan Collins (R-ME) was in Bangor on September 17 for the Blue Mass — a first-responder tribute that does not name Lee — and spoke at a Rotary gala that weekend. Her September 13 fire-grant announcement is before the lock. Pre-window emergency management (Mills’s September 14 state of emergency; Biden’s Maine Stafford emergency approved late September 14) is not Republican framing in this window.
