Disaster record
Texas Hill Country Flash Floods (July 2025)
Six months after the disaster 139 deaths $18 billion
Summary
Over the July 4, 2025 weekend, catastrophic flash flooding on the Guadalupe River and across the Texas Hill Country (Kerr, Kendall, Travis, Burnet, and surrounding counties) killed 139 people, including at least 27 children and counselors at Camp Mystic near Hunt. The river rose roughly 26 feet in under an hour before dawn on July 4. It was one of the deadliest inland flood events in modern Texas history and set off a national debate over federal preparedness after staffing cuts at the National Weather Service and FEMA.
Three months assessment pending. Target cutoff Oct 4, 2025. Figures will use only sources available on or before that date.
Scored 2026-09-04 with all evidence through that date (six-month cutoff 2026-01-04 has passed; two-year 2027-07-04 has not). Later one-year tallies: 139 deaths across Central Texas / Hill Country, including 119 in Kerr County (San Antonio Express-News; Houston Public Media memorial; AccuWeather anniversary). Earlier counts: Gov. Abbott 137 by July 23, 2025 (Reuters); some Texas reporting 138. Two-year pass still queued.
Six-month pass, updated on recode with all evidence through 2026-09-04. Deaths 139 (jurisdiction/memorial total; Kerr County 119). Dollars: AccuWeather (Jul 7, 2025) estimated $18–22 billion total economic impact — property, infrastructure, tourism, supply-chain disruption, and long-term health costs. Headline uses the $18 billion floor. Cotality (~$1.1B residential buildings; NFIP context) and local Kerr County estimates (~$200M) reflect narrower scopes and are excluded. No NCEI billion-dollar listing; AccuWeather floor used as documented composite. Do not store “$18–22B” as the database field.
Scientific attribution
Rapid attribution of the July 2025 event (ClimaMeter; Faranda et al.) found the driving meteorological conditions were up to ~7% wetter than similar past events and concluded natural variability alone could not explain the change. A warmer atmosphere holds about 4% more moisture per degree C of warming, and the Office of the State Climatologist of Texas has documented up to a ~15% increase in extreme rainstorms this century; an unusually warm Gulf supplied additional moisture. Heavy rainfall is among the highest-confidence categories in the 2026 National Academies extreme-weather attribution report. Because the Hill Country ("Flash Flood Alley") also has high natural flood variability, framing is increased likelihood/intensity, not sole causation. Verify against the primary studies before treating as final.

About these tallies
“Core Democratic Officials reviewed” shows how many of the 51 Core Democratic Officials have been examined for this disaster. Scoring rules: Methods.
Democratic framing
Summary
Core Democrats who spoke in-window mostly pressed accountability for Trump-administration cuts, not climate. Democratic Leader Chuck Schumer, House Democratic Leader Hakeem Jeffries, and Sen. Chris Murphy tied the death toll to NWS/FEMA staffing and disaster-aid fights — documented as partial GOP-obstruction codes (preparedness/response blame, not blocked climate policy). Senate Whip Dick Durbin addressed the disaster with condolences and a bipartisan-aid appeal, without climate or resistance framing.
A full 51-official core sweep found no other in-window core statements. Climate attribution came mainly from non-core Texas House Democrats (e.g., Lloyd Doggett's Jul 11 letter — outside the review window). The frame was preparedness and staffing, not the warming that intensified the rainfall.

- Greg Casar (U.S. Representative (D-TX-35)) — Jul 9, 2025

Republican framing
Sen. Ted Cruz issued a documented in-window statement. He dismissed criticism tying the death toll to NWS staffing cuts as "partisan finger pointing" and rejected the cloud-seeding conspiracy — but did not mention climate change.
Also, Gov. Greg Abbott deflected accountability questions as "the word choice of losers," and Rep. Marjorie Taylor Greene amplified weather-modification conspiracy narratives through her "Clear Skies Act" filing — neither engaged climate attribution.
