In March 2001, President George W. Bush said the United States would not implement the Kyoto Protocol. He cited costs and the fact that large developing countries were not bound the same way. The prior administration had helped negotiate Kyoto. This one would not carry it out. No Senate ratification fight followed, because the White House had already closed the door.
