Summary
In late 2015, a Republican Congress used the Congressional Review Act to try to kill the Clean Power Plan — EPA's carbon limits on power plants. The House passed the existing-plant resolution 242–180. The Senate had already passed both resolutions in November. President Obama vetoed them on December 18. The floor math was party-line; the veto stopped the CRA.
