Summary

In April 2025, FEMA shut down Building Resilient Infrastructure and Communities — its largest program for paying for flood walls, storm hardening, and other work before the next disaster. The FY2024 funding round was canceled. Unspent awards from 2020–2023 were halted, and hundreds of millions in unobligated money went back to the Treasury. A court later restored part of the program in 2026. The 2025 decision was an administration order, not a floor vote.
