Senate fails to advance Lieberman–Warner Climate Security Act

Summary

In June 2008, Sens. Joe Lieberman and John Warner brought a cap-and-trade bill to the Senate floor — a Republican co-sponsor on a major climate bill. The measure would have put a declining cap on greenhouse-gas emissions across the U.S. economy. Advancing it took 60 votes for cloture. They got 48. The bill died there. Warner was the Republican name on the bill. Most of his caucus did not follow him. Independents Lieberman and Sanders both voted yes. After this vote, the Senate did not take up another economy-wide climate cap of this kind. The next round was in the House, then nowhere.
