Summary
In October 2003, the Senate took its first floor vote on economy-wide cap-and-trade. Sens. John McCain, a Republican, and Joe Lieberman were the authors. The amendment failed 43–55. Independent Jim Jeffords voted yes. A Republican was still willing to put his name on a carbon cap. Most of his caucus was not.
