Summary
In August 2018, EPA and NHTSA proposed to freeze fuel-economy and tailpipe CO2 standards at 2020 levels through 2026 and to take California's waiver to set stricter rules. That is the opening bid. The final 2020 rule was less of a freeze and still a cut from 5% a year to 1.5%. The proposal told the country which way the administration intended to go.
