In October 1992, a Republican president asked the Senate to approve the UN climate treaty, and the Senate did — by division vote, not a recorded roll call, so there is no party-line tally to print. The United States committed to stabilize greenhouse-gas concentrations. That treaty is the legal parent of Kyoto and Paris. Later fights were about what came after this "yes."
