Casar joined Reps. Doggett, Castro, and other Texas Democrats in a July 9, 2025 letter requesting an urgent House Homeland Security oversight hearing on FEMA's preparedness and response, writing that the flooding "raises serious concerns about FEMA's readiness and highlights the damaging role that the Trump administration has played in weakening the Federal government's capacity to respond to disasters." He was also a cosponsor of the Texas Flood Emergency Supplemental Appropriations Act (H.R.4749).
